In 1870, African Americans made up almost 40% of the population of Todd County. In a county where large-scale tobacco plantations dominated the economy, KKK violence spread, and Republican Party organization never developed, the Democrats prevailed. While African Americans voted in high numbers, they were seldom part of a political majority.
